Board of Trustees
Members
Legal control of the Boise School District is vested
in the seven members of the Board of Trustees, elected
to staggered six-year terms by District residents.
To be eligible for election, a Board candidate must
be at least 18 years of age; a resident and registered
voter of the District; and have no direct or indirect
interest in District contracts. Trustees are elected
at large. School elections are held every two years
on the first Tuesday in September.
Board members receive no financial compensation for
any of the services and support they provide to the
District.
Members of the Board of Trustees invite
you to get involved in your schools. Your questions
and comments are always welcome.
AJ Balukoff, President
AJ Balukoff was elected to the Board in November
1997. He has a Bachelor of Science degree in
accounting from Brigham Young University. He
is a Certified Public Accountant. He is also
active in community and professional organizations.

Derick O'Neill, Vice President
Derick
O'Neill is president and managing member of O'Neill
Enterprises LLC, a Treasure Valley real estate
development company. He has been a principal
of O'Neill Enterprises since 1992 and has a strong
history and experience in entitlement, construction,
sales, marketing, project management and property
management.
Mr. O'Neill was born and raised in Boise. He
received a Bachelor of Science Degree from Santa
Clara University in 1989. He is on the board
of directors of the Treasure Valley YMCA, Boise
Public Schools Education Foundation, Urban Land
Institute District Council and is a former board
member of the Boise Metro Chamber of Commerce,
the Chamber's Executive Committee, and past president
of the Boise Parks and Recreation Commission.

Rory
Jones, Trustee
Rory Jones was first elected to the Board of
Trustees in 1986. He has a Bachelor of Science
degree in business and a Juris Doctor degree,
both from the University of Idaho. He is active
in civic, community, and professional organizations.
He is a founding partner in the law firm of Trout
Jones Gledhill Fuhrman, P.A. He served as President
of the Board of Trustees from 2000 to 2008.

Janet Orndorff, Trustee
Janet Orndorff was elected to the Board in
1990. She has a Bachelor of Arts degree in elementary
education and a Master of Arts degree in reading
instruction. She has taught at the elementary
and secondary levels. In Boise, she taught for
a total of 5 years. She is a member of the Assistance
League and Delta Kappa Gamma and is Past President
of the Idaho School Boards Association. She served
as Vice President of the Board of Trustees from
2000 to 2008.
All three of her children attended Boise schools
and her grandchildren are currently enrolled
in the District. She has been an active school
volunteer since arriving in Boise in 1974, including
the following activities:
- Lobbying for education issues at the Idaho
Legislature;
- Presenting Idaho history to fourth graders
in an interactive demonstration of Idaho life
in the 1800’s through History in a Suitcase
and History in the Bown House;
- Providing leadership for numerous successful
school bond elections; and
- Writing grants that provide free books for
needy elementary students.

Nancy Gregory, Trustee 
Nancy Gregory was elected to the Board in September,
2002. She has a Bachelor of Science degree in Elementary
Education from Brigham Young University. She and
her family have lived in Boise since 1990, and
she has volunteered in classrooms and served on
numerous building and District committees. In addition,
she has mentored parents, served as PTA/PTO president
numerous times, and organized a parent advocacy
group.
Her work on the board has included policy development,
legislative advocacy for public schools, and
work on boundary, transportation, and facilities
committees.

Dr.
Phil Kelly, Trustee
Dr. Phil Kelly was elected to the board in 2006.
Phil is a professor of educational policy in
the College of Education at Boise State University.
He has been involved in various community programs
and organizations since he and his family moved
to Boise in 1998. He has been married to Jackie
for over 20 years and has three children in the
District. .

Joan
Boren, Trustee
Joan Boren was elected to the Board in September
2010. She has a Bachelor of Science degree in
zoology from Brigham Young University and a Master
of Science degree from the University of Illinois
at Chicago in biology with a teaching emphasis.
Joan has taught in the District and volunteered
in many areas in the District including serving
as coordinator for the District's
program, Project Tutor, and as a member of the
Planning Team for the development of the Boise
School District's Strategic Plan
2015.
Joan and her husband, Mike, are both Boise natives
and have 3 children who have graduated from Boise
High School. She has been involved in several
community organizations since returning to live
in Boise in 1998. She currently is a member of
the Community Advisory Board to the College of
Arts and Sciences at Boise State University

Dr.
Don Coberly, Superintendent of Schools
Dr. Don Coberly has worked for the Boise School
District since 1984. He has been a teacher at
the elementary level in several districts, was
Language Arts Supervisor for the Boise District
from 1984-1994, and became the District's Curriculum
Coordinator in 1994. He has Bachelor's Degrees
in History and Elementary Education from the
University of Idaho, a Master's Degree in Reading
from Boise State University, and a Ph. D. from
the University of Idaho in Education.

Dr.
Pete Bailey, Deputy Superintendent of Schools
Dr. Pete Bailey has been dedicated to the field
of education throughout his professional career.
His service to the Boise School District, which
began in 1985, has included being a classroom
teacher at the elementary level, an elementary
building principal, and an Area Director. He
has a Bachelor's Degree in Elementary Education
from Iowa State University, a Master's Degree
in Education from St. Louis University, and a
Ph. D. in Education from the University of Idaho.
